Civil Service Commission Announces Flexible Work Arrangements for Ramadan
In a move to accommodate the religious practices of Muslim government workers during the holy month of Ramadan, the Civil Service Commission (CSC) of the Philippines has announced the adoption of Flexible Work Arrangements (FWAs). This policy allows for modified working hours to support the fasting and prayer needs of the Muslim community.
Starting from the onset of Ramadan on March 12, 2024, Muslim employees in government sectors are advised to adjust their work schedules in accordance with CSC Memorandum Circular No. 06, s. 2022. The circular aims to ensure the continued efficiency and effectiveness of government operations while safeguarding the health and welfare of its workforce.
Under the new guidelines, the standard work hours of 8:00 AM to 5:00 PM will be shifted to 7:30 AM to 3:30 PM without a noon break, effectively accommodating the fasting period. Additionally, every Friday, which is recognized as a day of prayer, Muslims will be excused from work between 10:00 AM and 2:00 PM.
The CSC has clarified that the Friday exemption applies throughout the year and not just during Ramadan. To maintain the mandatory forty-hour workweek, flexible scheduling will be implemented, allowing start times as early as 7:00 AM and end times as late as 7:00 PM.
Government agencies are reminded to ensure uninterrupted public service delivery from 8:00 AM to 5:00 PM, including lunch hours. They are also tasked with creating internal guidelines for FWAs, covering permissible tasks outside the office, health protocols, performance standards, and support mechanisms.
The announcement follows the non-sighting of the moon on March 10, 2024, as confirmed by the National Commission on Muslim Filipinos and Bangsamoro Darul-lfta’. The CSC, led by Chairperson Atty. Karlo A. B. Nograles, has issued this advisory for the information and guidance of all concerned government bodies and employees.
