President Marcos Declares July 17 as “National Cardiopulmonary Resuscitation Day” in the Philippines

MALACAÑAN PALACE, MANILA — In a move aimed at enhancing public health preparedness, President Ferdinand R. Marcos, Jr. has issued Proclamation No. 511, declaring the 17th day of July of every year as “National Cardiopulmonary Resuscitation (CPR) Day”.


The proclamation underscores the importance of CPR as a lifesaving technique applicable in various emergencies, including heart attacks and near-drowning incidents. By equipping citizens with the necessary knowledge and skills, the government aims to empower Filipinos to respond effectively during health crises.

Key Points of Proclamation No. 511:

  1. Health Promotion and Preventive Care: The proclamation aligns with the Universal Health Care Act (Republic Act No. 11223), emphasizing the need for a comprehensive and coordinated approach to health development. Strengthening preventive care is crucial to safeguarding citizens’ well-being.

  2. Basic Life Support Training: As mandated by the Basic Life Support Training in Schools Act (Republic Act No. 10871), the State ensures that able-bodied individuals receive training in basic life-saving skills. CPR, a fundamental technique, plays a pivotal role in emergency response.

  3. National Cardiopulmonary Resuscitation Day: Starting this year, the 17th of July will be observed as National CPR Day. The Department of Health (DOH) will spearhead planning, coordination, and implementation efforts to raise awareness about CPR and its critical role in saving lives.

  4. Collaboration Across Sectors: All government agencies, local government units, non-government organizations, professional associations, and the private sector are encouraged to actively participate and support the DOH’s initiatives. Together, they will contribute to effective CPR education and implementation.
