DBM Announces New Guidelines for Uniform/Clothing Allowance

The Department of Budget and Management (DBM) has issued Budget Circular No. 2024-1 on April 4, detailing the updated rules and regulations for the grant of Uniform/Clothing Allowance (U/CA) to civilian government personnel. In accordance with Section 58 of the General Provisions of the FY 2024 General Appropriations Act, the circular authorizes the payment of U/CA up to Seven Thousand Pesos (Php 7,000) annually for each eligible government employee.

The circular aims to standardize the provision of U/CA across various government agencies, ensuring that all civilian personnel receive adequate support for their uniform and clothing needs. This move is part of the DBM’s efforts to streamline government financial regulations and provide transparent and equitable compensation to government workers.

The allowance, which is not to exceed Php 7,000 per annum, is a significant increase from previous years and reflects the government’s recognition of the rising costs associated with maintaining a professional appearance for public service.
