DBM Releases Php 27.453 Billion in Health Emergency Allowances to DOH

July 10, 2024 - Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman affirmed the government's steadfast commitment to supporting healthcare and non-healthcare workers in her recent article for the Manila Bulletin.

Highlighting the administration's proactive stance, Secretary Pangandaman announced the release of Php 27.453 billion in remaining Health Emergency Allowances (HEA) to the Department of Health (DOH) on July 5, 2024. This allocation aims to bolster the welfare of eligible healthcare and non-healthcare workers, covering their outstanding Special Risk Allowance, compensation for COVID-19 sickness and death, as well as additional benefits like meals, accommodation, and transportation allowances.

Secretary Pangandaman emphasized that the DBM, in collaboration with the DOH, implemented strategic measures to expedite the release of HEA arrears. Notably, a HEA mapping tool was developed in May to efficiently track and manage HEA claims and payments across regions and health facilities. This initiative facilitated the prompt disbursement of the remaining allowances earlier this month.

"DBM will continue to allocate resources towards initiatives that prioritize the health and well-being of our fellow Filipinos, particularly our dedicated Health Care Workers (HCWs) who demonstrate exceptional dedication," Secretary Pangandaman stated.

The release of these funds underscores the government's commitment to fostering a socially equitable and resilient nation amidst ongoing challenges.
