New Amendments to DepEd Guidelines for Public School Libraries and Library Hubs

In a bid to streamline and improve the procurement of Supplementary Learning Resources (SLRs) for public school libraries and library hubs, the Department of Education (DepEd) has issued DepEd Order No. 014, s. 2024. This order amends specific provisions of DepEd Order No. 024, s. 2023, particularly focusing on the processes related to the acquisition of learning resources, ensuring more efficient and transparent procurement practices.

Key Areas of Amendment

The primary focus of the amendment is to address concerns raised by regional offices (ROs) regarding procurement processes and the evaluation criteria involved. Some regions faced challenges when conducting procurement for public libraries and hubs due to differences in procurement methodologies. The new amendment provides clearer instructions and flexibility in the procurement process for SLRs.

Here are the main highlights of the amendment:

1. Procurement Activities

The new guidelines offer clarity on the following procurement activities:

  • Utilization of Central Office (CO)-downloaded funds: When Central Office funds are utilized, the procurement process for SLRs for library hubs will be managed at the regional level, while procurement for school libraries will continue at the division level.

  • Alternative Methods of Procurement: The amendment emphasizes that competitive/public bidding should be the default method for acquiring SLRs. However, where public bidding is not prescribed or possible, alternative methods will be allowed under strict compliance with RA 9184 (Government Procurement Reform Act) and its IRR (Implementing Rules and Regulations).

  • Scoping and Evaluation of Resources: The procurement processes, including scoping and evaluation of SLRs, should adhere to guidelines laid down by DepEd. These processes are intended to ensure that the learning materials meet the required standards and are evaluated thoroughly before purchase.

These measures aim to align procurement activities with existing regulations, ensuring that the resources purchased are of high quality and procured in a transparent, accountable manner.

2. Effectivity and Applicability

The order takes immediate effect and applies to all regions and divisions that are responsible for the procurement of SLRs. Importantly, any provisions of DepEd Order No. 024, s. 2023 that are not amended by this new directive will remain in full force.

3. Enhanced Efficiency

To enhance the efficiency of procurement, the Bureau of Curriculum and Teaching (BCT), along with the Bureau of Learning Resources (BLR), is tasked with assisting in implementing these guidelines. This partnership is designed to ensure that all regions and divisions align with the amended processes and meet the goals of the program.
