How to Submit a Research Project Proposal to the Teacher Education Council (TEC)

If you’re considering submitting a research project proposal to the Teacher Education Council (TEC) in the Philippines, there are specific requirements and steps that must be followed. Here’s a guide to help you understand what’s needed to prepare and submit your proposal successfully.

Submission Timeline

After the annual call for research is conducted, institutions have twenty (20) working days to submit all the necessary documents to the TEC Secretariat. This timeline is critical, so be sure to have everything prepared and ready to submit within this period.

Research Proposal Requirements

Your research proposal submission must include the following elements:

  1. Complete Proposal: Prepare a full proposal that follows the Research Proposal Outline as outlined in the Department of Education (DepEd) Order Annex A.

  2. Detailed Budget Breakdown: This breakdown should show the required funds and, if necessary, indicate any financial counterpart from the proponent (the proposing institution). This requirement ensures transparency and accountability regarding project funding.

  3. Schedule of Output: Include a Detailed Schedule of Output as referenced in the Memorandum of Agreement (MOA) Annex B. This schedule outlines the timeline and milestones for the research project, helping both parties track progress and set realistic expectations.

  4. Research Project Work Plan: Submit a Detailed Research Project Work Plan (see MOA Annex C), which gives a comprehensive overview of the steps and methods involved in the research. This document helps evaluators understand the project’s feasibility and approach.

  5. Letter of Support: A Letter of Support from any collaborating or partner institutions should accompany the proposal. This letter demonstrates that the project has backing from relevant stakeholders and is not being conducted in isolation. Additionally, a Certification of Originality is required to confirm that the research proposal is an original work.

  6. Data Privacy Notice: Provide a Researcher’s Data Privacy Notice to explain how sensitive and privileged data from other parties will be handled. This notice is essential in ensuring compliance with data privacy laws, especially if your research involves personal information.

Proponent Requirements

In addition to the proposal, certain proponent-specific requirements must also be met:

  1. Clearance for Previous TEC-Funded Research: If the proposing institution has conducted previous TEC-funded research, they must provide clearance from the TEC Secretariat for that research. This clearance ensures that any outstanding obligations or deliverables from previous projects have been fulfilled.

Additional Steps for Submission
