How to Report Abusive Teachers in the Philippines
If you are a parent or a guardian of a student who has experienced abuse or maltreatment by a teacher, you may be tempted to vent your anger and frustration on social media. However, this may not be the best course of action for you and your child.

This is through filing a formal complaint before the Child Protection Unit (CPU) of DepEd, which is mandated to handle cases of child abuse, exploitation, discrimination, bullying, and other forms of violence against children in schools.

How to Report Abusive Teachers in the Philippines

DepEd Order No. 49, series 2006 provides for the procedure for investigating reports of abuses by teachers.

If you suspect a teacher has abused or mistreated your child, follow these steps:

  1. File a formal complaint: Submit a written complaint to the Child Protection Unit (CPU) of the Department of Education (DepEd) in your child's school district. You can hand-deliver the complaint, mail it, or email it.

  2. CPU investigation: The CPU will conduct a preliminary investigation to determine if there is enough evidence to proceed with the case.

  3. Formal charges: If enough evidence exists, the CPU will formally charge the teacher and notify them of the allegations.

  4. Teacher's response: The teacher will have the opportunity to file an answer and defend themselves.

  5. Formal investigation: The CPU will conduct a more thorough investigation, including hearings, interviews, and inspections.

  6. Recommendation and decision: The CPU will submit a report and recommendation to the DepEd Secretary, who will decide on the appropriate action against the teacher.

  7. Appeal: The teacher can appeal the decision of the DepEd Secretary to the Office of the President.

Important notes:

  • DepEd takes all forms of abuse and violence against students seriously. Those found guilty face sanctions.
  • Corporal punishment is strictly prohibited by law and DepEd policies.
  • Teachers must treat students with respect and follow child protection and discipline guidelines.
  • Posting allegations on social media is discouraged as it may harm the investigation and child's well-being.
