Department of Education Sets New Guidelines for 2023 NQESH Evaluation
The Department of Education’s Office of the Undersecretary for Human Resource and Organizational Development has issued a new memorandum (DM-0UHROD-2024-0445) outlining the guidelines for the evaluation of the Fiscal Year 2023 National Qualifying Examination for School Heads (NQESH).
Under the leadership of Wilfred E. Cabral, Regional Director of the Undersecretary, the memorandum was disseminated to all Regional Directors and Schools Division Superintendents, detailing the schedule for online evaluation and validation of documents. The process will take place from March 14 to April 19, 2024, with specific deadlines for each phase of the evaluation.
The memorandum emphasizes the importance of a systematic approach to the evaluation of documents by the Schools Division Office (SDO) and the validation of documents by the Regional Office (RO). Additionally, it specifies the allocation of regional examinees, ensuring a fair distribution across various divisions.
The final list of examinees, approved by the Regional Director and formatted as per the guidelines, is to be submitted by April 8, 2024. This list will determine the assignment of examination sites, which will be announced through a Regional Memorandum.

- March 14-27, 2024: Evaluation of Documents (SDO)
- March 14-April 3, 2024: Validation of Documents (RO)
- March 25, 2024: End Of Submission Of requirements for those applicants as REAPPLY
- April 5, 2024: Deadline of payment of Examination Fee
- On or before April 8, 2024: Submission of the Final List of Examinees to BHROD-HRDD
- On or before April 19, 2024: Release of the Final List of Examinees and Assignment Of Examination Sites through a Regional Memorandum
