Department of Education Streamlines Voucher Program for Senior High School Specializations
In a bid to enhance the efficiency of educational assistance programs, the Department of Education (DepEd) has issued Memorandum No. 017, series of 2024, outlining significant updates to the Joint Delivery Voucher Program (JDVP) for Senior High School Technical-Vocational-Livelihood (TVL) specializations.
Starting from the School Year 2023-2024, the guidelines established by DepEd Order No. 006, s. 2023, will remain operational with notable revisions aimed at streamlining processes and ensuring the integrity of the program. Among the key updates, the memorandum specifies changes in the signing authorities for billing statements related to the JDVP, now requiring the signatures of Public Senior High School (SHS) Faculty Association Presidents or their representatives, SHS Heads, JDVP-TVL Partner School Heads, Schools Division Superintendents (SDS), and Regional Directors (RD) or their authorized representatives.
To further safeguard the program’s transparency, all billing statements from JDVP-TVL Partners will undergo validation through the Learner Information System (LIS) to confirm the accuracy of information regarding new beneficiaries. This additional step is part of a broader effort to integrate the JDVP with other Government Assistance and Subsidies (GAS) Programs under the supervision of the Office of the Undersecretary for Finance (OUF).
The memorandum also calls for the submission of lists identifying Public SHSs with inadequate facilities, equipment, tools, and teachers, along with the corresponding Grade 11 and 12 TVL learners, to the Government Assistance and Subsidies Service (GASS) by March 18, 2024. This initiative is part of DepEd’s commitment to addressing gaps in resources and ensuring that all learners have access to quality education and training.
