Government Employees Urged to File 2023 SALNs by April 30 Deadline

As the deadline for the submission of the Statement of Assets, Liabilities, and Net Worth (SALN) for the year 2023 approaches, the Civil Service Commission (CSC) is reminding all government officials and employees nationwide to fulfill their obligation no later than April 30, 2024.

Under the provisions of the 1987 Philippine Constitution and Republic Act No. 6713, commonly known as the Code of Conduct and Ethical Standards for Public Officials and Employees, all government workers, regardless of status, are mandated to file their SALN annually.

The call for compliance was reiterated by CSC Chairperson Karlo Nograles, who emphasized the significance of this requirement in promoting transparency and maintaining public trust in the bureaucracy.

"We would like to emphasize to all government officials and employees the importance of submitting the updated declaration under oath of our assets and liabilities. As civil servants, it is our duty to complete this task truthfully to promote transparency and uphold the public's trust in both us and the bureaucracy," said Nograles.

Exempted from this filing requirement are government employees serving in honorary capacities, those with laborer positions, and casual or temporary workers whose tasks fall outside the usual operations of their respective agencies.

The SALN, a sworn statement, is expected to provide a comprehensive overview of an individual's financial standing, including assets, liabilities, net worth, and business interests. It must encompass the financial details of spouses, unmarried children under 18 residing with them, and relatives within the fourth degree of consanguinity or affinity who are also in government service.

Married individuals employed in government service may opt to file their SALN jointly or separately.

Failure to adhere to the SALN filing requirement may result in administrative disciplinary action as stipulated by law. According to Section 50(D)(8), Rule 10 of the 2017 Rules on Administrative Cases in the Civil Service, penalties for non-compliance range from suspension for one month and one day to six months for the first offense, to dismissal from service for subsequent violations.

To assist employees in fulfilling their obligation, the CSC has made the SALN form and related resources available on its official website at www.csc.gov.ph.

With the deadline fast approaching, government employees are urged to ensure timely submission of their SALNs to avoid facing disciplinary measures.
