DPWH Accelerates Construction of the Philippines’ First Long-Distance Mountain Tunnel

The Department of Public Works and Highways (DPWH) is rapidly progressing on the ambitious Davao City Bypass Construction Project, which includes the country’s first long-distance mountain tunnel. This project is set to revolutionize the national road network in the Philippines, enhancing connectivity and accessibility in Davao City.

Senior Undersecretary Emil K. Sadain reported significant advancements in the 45-kilometer project, particularly the 2.3-kilometer twin mountain road tunnel, which is a part of the 10.7-kilometer Contract Package I-1. The project, under the initiative ‘Bagong Pilipinas,’ begins at Barangay Sirawan, Toril, Davao City, and ends at Barangay J.P. Laurel, Panabo City.

As of now, approximately 80 percent of the tunnel excavation is complete, with concrete lining and waterproofing in progress for both the north and south portals. The project’s total estimated cost for Contract Package I-1 is P13.23 Billion, financed by a loan from the Japan International Cooperation Agency (JICA).

Despite challenges such as unfavorable weather conditions and material delivery issues, the DPWH team is dedicated to mitigating these concerns to ensure timely completion. The project is divided into several contract packages, with Contract Package I-1 slated for completion in the first quarter of 2025, and Contract Package II-1, currently at 36 percent completion, expected to finish in the first quarter of 2026.

This development is a testament to the DPWH’s commitment to enhancing the country’s infrastructure and driving progress through innovative and transformative projects.
