Philippines Adopts Comprehensive Cybersecurity Plan to Fortify Digital Space

April 6, 2024 - In a landmark move, President Ferdinand R. Marcos Jr. has officially endorsed the National Cybersecurity Plan (NCSP) 2023-2028 through Executive Order No. 58, reinforcing the country’s commitment to a secure and resilient cyberspace.

The two-page executive order underscores the administration’s strategic approach to bolstering both cyber and physical security as part of the broader Philippine Development Plan 2023-2028. “The adoption of the NCSP 2023-2028 marks a pivotal step in our nation’s journey towards an integrated and strategic cybersecurity development,” stated Executive Secretary Lucas P. Bersamin.

The NCSP, formulated under the auspices of the Department of Information and Communications Technology (DICT) and in accordance with Section 15 of Republic Act 10844, lays out a comprehensive policy framework and operational guidelines. Its aim is to cultivate a trusted, secure, and resilient digital environment for all Filipinos.

Under the new executive order, government agencies, instrumentalities, and local government units are mandated to collaborate actively for the effective rollout of the NCSP. The DICT is tasked with establishing a robust system for implementation, monitoring, and periodic review of the cybersecurity plan.

Furthermore, the DICT is expected to work in tandem with the private sector to extend necessary technical support to various government entities. This collaborative effort is essential for the seamless execution of the NCSP’s directives.

A bi-annual progress report on the NCSP’s implementation will be submitted to the President, ensuring transparency and accountability through the Office of the Executive Secretary and the National Cybersecurity Inter-Agency Committee (NCIAC).

Executive Order No. 58 is set to be operational immediately following its publication in the Official Gazette or a newspaper with widespread circulation, signaling a new era of cybersecurity vigilance in the Philippines.
