Department of Education Clarifies Appointments for Teacher Education Council Secretariat

June 12, 2024 - The Department of Education (DepEd) has released a statement addressing speculations of a delay in filling positions for the Teacher Education Council (TEC) Secretariat.

The DepEd emphasizes its unwavering commitment to prioritizing teacher quality and development. Under the leadership of Vice President Sara Z. Duterte, who serves as DepEd Secretary, the TEC has convened numerous meetings to discuss the establishment, selection process, and appointment of qualified individuals for the Council Secretariat.

Apart from regular council meetings, technical discussions were held with the Department of Budget and Management (DBM) regarding the organizational structure and staffing pattern (OSSP) for the TEC Secretariat. Following these discussions, the proposed OSSP was submitted to the DBM on March 25, 2024, and subsequently approved on May 21, 2024.

On June 11, 2024, the DepEd received the physical copy of the Notice of Organization, Staffing and Compensation Action (NOSCA) through the Office of the Undersecretary for Human Resource and Organizational Development (OUHROD).

The DepEd firmly rejects unsubstantiated claims made by a particular "advocacy group" concerning delays. While acknowledging the significance of these appointments for the TEC's functionality and advancements in teacher education and training, the DepEd reiterates its commitment to following proper procedures for establishing new government positions.

The department assures stakeholders in the education sector that appointments will be completed within the designated timeframe and in accordance with existing regulations. The TEC is prepared to embark on its crucial role in empowering Filipino teachers.
