DSWD's SHIELD Program Makes Strides Against Child Labor

The Department of Social Welfare and Development (DSWD), through its Strategic Helpdesks for Information, Education, Livelihood and Other Developmental Interventions (SHIELD) program, has been making significant progress in combating child labor in the Philippines.

Launched in 2016, SHIELD works at the community level to identify child laborers, particularly those involved in the worst forms of labor like mining, deep-sea fishing, and commercial agriculture. The program then provides these children and their families with immediate and comprehensive interventions to help them escape this harmful situation.

SHIELD's Successes

  • Reaching Vulnerable Children: In 2022 alone, SHIELD identified and assisted over 1,400 child laborers.
  • Holistic Interventions: The program goes beyond simply removing children from work. It provides educational assistance, livelihood opportunities for families, and referrals to other government services to address the root causes of child labor and ensure a brighter future for these children.
  • Community Collaboration: SHIELD establishes helpdesks at the barangay level, fostering collaboration between community members, local government units, and various government agencies to address child labor concerns effectively.

Looking Ahead

The DSWD remains committed to eradicating child labor in the Philippines. SHIELD plays a vital role in achieving this goal by providing vital interventions and empowering communities to protect their children.
