New Presidential Directive Mandates Recital of Bagong Pilipinas Hymn and Pledge During Flag Ceremonies

The Office of the President of the Philippines has issued Memorandum Circular No. 52, prescribing the recital of the Bagong Pilipinas Hymn and Pledge during flag ceremonies. This directive is in line with the principles of the Bagong Pilipinas brand of governance and leadership, which was launched under Memorandum Circular No. 24 (s. 2023).


The Bagong Pilipinas initiative, characterized by a principled, accountable, and dependable government, aims to empower Filipinos to support and participate in all government efforts towards deep and fundamental social and economic transformation in all sectors of society and government.

Under the new directive, all national government agencies and instrumentalities, including government-owned or -controlled corporations (GOCCs) and state universities and colleges (SUCs), are directed to integrate the recital of the Bagong Pilipinas Hymn and Pledge in the conduct of weekly flag ceremonies. Local government units (LGUs) are also encouraged to follow suit.

The heads of all national government agencies and instrumentalities are tasked with ensuring that the Bagong Pilipinas Hymn and Pledge are properly disseminated within their respective institutions and offices.

The Presidential Communications Office has been directed to implement effective measures to communicate and disseminate the Bagong Pilipinas Hymn and Pledge to all government offices and the public.

The circular was signed by Executive Secretary Lucas P. Bersamin and took effect immediately. The directive was issued in Manila on the 4th day of June, Two Thousand and Twenty-Four.

This move is seen as a significant step towards instilling the principles of the Bagong Pilipinas brand of governance and leadership among Filipinos.
