July 17, 2024 - In a significant move, the bicameral conference committee on Wednesday greenlit the proposed Philippine Maritime Zones Act. This bill, championed by Senator Francis Tolentino, aims to clearly define the extent of Philippine waters, including vital areas like Palawan and the Philippine Rise.
The approved version reconciled discrepancies between Senate Bill No. 2492 and House Bill No. 7819 regarding the classification of Philippine maritime zones. These classifications encompass internal waters, archipelagic waters, territorial seas, contiguous zones, continental shelves, and the exclusive economic zone (EEZ).
Senator Tolentino hailed the bill's approval as a milestone. "This clarifies our rights and boundaries," he declared. "Having a law that defines where we can sail and fish strengthens our position."
While uncertain about an immediate presidential signature by Monday, Tolentino believes President Marcos Jr. could mention the bill in his upcoming State of the Nation Address.
The Department of Foreign Affairs previously emphasized the legislation's importance in aligning domestic law with the UN Convention on the Law of the Sea (UNCLOS) and the 2016 Arbitral Ruling. The enacted measure is expected to reflect these international legal frameworks.
Senator Tolentino, along with Senators Pimentel and Gatchalian, represented the Senate during the bicameral conference. The House panel included Representatives Arenas, Benitez, and Tanjuatco.
