July 22, 2024 - In response to Executive Order No. 61, dated 3 June 2024, which suspends the implementation of certain administrative orders, the Department of Education (DepEd) has announced the suspension of its Results-Based Performance Management System (RPMS) for all school-based personnel for the upcoming school year 2024-2025. This decision affects all activities related to RPMS at the school level, including performance planning, monitoring, assessment, and evaluation of school heads, teachers, and non-teaching personnel.
Secretary Sonny M. Angara emphasized that while performance management remains crucial for achieving educational goals, the temporary suspension aims to allow schools and personnel to focus on preparations for the upcoming academic year. This hiatus will also facilitate a review and potential streamlining of RPMS processes, aligning with DepEd's objective to reduce teacher workload.
However, it is clarified that RPMS-related ratings such as the Office Performance Commitment and Rating Form (OPCRF) and Individual Performance Commitment and Review Form (IPCRF) for SY 2023-2024 remain essential for various human resource actions and benefits, including incentives, promotions, and educational support.
To accommodate these changes, an adjusted RPMS Timeline for SY 2023-2024 has been provided, outlining specific tasks and deadlines for school-based personnel. Meanwhile, RPMS implementation for non-school based personnel within DepEd offices will continue as usual.
Further guidance and updates on DepEd's RPMS will be issued as necessary. For additional information, concerned parties are directed to contact the Bureau of Human Resource and Organizational Development at DepEd Central Office.
This memorandum is issued for immediate dissemination and strict compliance among all DepEd stakeholders.
