2024 Council Talents Quest Rules and Guidelines

The 2024 Council Talents Quest, organized by the Boy Scouts of the Philippines (BSP) Bohol Council, promises to be a celebration of creativity, talent, and the spirit of scouting. With the theme “Sustaining Growth,” this event showcases the diverse skills of scouts across different categories, from performance arts to visual expression, fostering camaraderie and growth among participants.

General Guidelines

  1. Eligibility: All participants must be currently registered scouts with parental or guardian consent.
  2. Safety First: Ensuring the safety of scouts and scouters is paramount, with adult supervision required during all stages of competition, including practices.
  3. Uniform Standards: Participants must wear the prescribed Type A scout uniform. Kid and Kab Scouts may opt for the Type B uniform.
  4. Judges’ Decisions: All decisions made by judges are final and irrevocable.

Competition Categories and Guidelines

For Kid Scouts

  1. Balak (Poetry Recitation):

    • Participants prepare their own pieces (minimum 1 minute).
    • Judging criteria include delivery (30%), interpretation (30%), theme relevance (30%), and stage presence (10%).
  2. Drawing:

    • Participants create drawings using pastels or crayons on a 1/4 size illustration board.
    • Object to be drawn is provided by judges.
    • Criteria: Visual impact (40%), color harmony (25%), workmanship (35%).
  3. Vocal Solo:

    • Songs may be in Cebuano, Filipino, or English, with live or karaoke accompaniment allowed.
    • Judged on tonal quality (30%), interpretation (30%), musicality (30%), and choice of piece (10%).

For Kab Scouts

  1. Declamation:

    • Contestants perform a self-selected, English-written piece adhering to a 3-minute limit.
    • Judged on delivery (30%), content (30%), stage presence (30%), and overall impact (10%).
  2. On-the-Spot Drawing:

    • Similar to Kid Scouts, but tailored for Kab-level participants.
    • Criteria remain consistent: visual impact (40%), color harmony (25%), workmanship (35%).
  3. Vocal Solo:

    • Guidelines mirror the Kid Scouts' Vocal Solo category, focusing on vocal and interpretive skills.

For Boy Scouts

  1. Vocal Solo:

    • Open to Boy Scouts, judged under the same guidelines as other vocal solo categories.
  2. On-the-Spot Painting:

    • A creative test where contestants paint ideas reflecting scouting values using pastels on a 1/4 illustration board.
  3. Balak (Poetry Recitation):

    • Pieces must be 3–5 minutes long, judged on theme alignment, delivery, interpretation, and stage presence.

For Senior Scouts

  1. Vocal Duet:

    • Male and female pairs perform a song within 5 minutes.
    • Judging emphasizes voice (60%), stage presence (20%), and harmony (20%).
  2. Poster Making:

    • Participants create posters reflecting the scouting theme.
    • Judged on artistic presentation (30%), message (40%), and originality (30%).
  3. Oration:

    • English-language oration pieces (up to 5 minutes) judged on delivery, content, stage presence, and impact.

For Rovers and Roverettes

  1. Speech Choir:

    • Teams of at least 10 members perform a 5–7-minute piece. Dangerous stunts are prohibited.
    • Criteria: interpretation (30%), delivery (30%), stage presence (20%), costume/sound effects (10%), mastery (10%).
  2. Mural Painting:

    • Teams of four create a 4ft x 8ft mural in 3 hours, reflecting 75 years of scouting in Bohol.
    • Judged on content (40%), creativity (30%), and relevance (30%).
  3. Balitaw (Traditional Courtship Song):

    • Male and female pairs perform Visayan love songs with live string accompaniment.
    • Judged on mastery (30%), overall performance (25%), stage presence (20%), and projection (25%).
