The Department of Education (DepEd) has always been committed to fostering an inclusive environment that respects the religious practices of its personnel and learners. In line with this, DepEd has released a memorandum regarding the observance of flexible working hours for Muslim teaching and non-teaching staff during the holy month of Ramadan, which will take place from February 28 to March 29, 2025.
Respecting Religious Observances in the Workplace
Ramadan is a significant month for Muslims worldwide, marked by fasting, prayer, and reflection. Recognizing the physical and spiritual demands of this holy period, DepEd has implemented measures to support its Muslim employees.
According to the memorandum, Muslim personnel who fast during Ramadan may observe reduced working hours. Instead of the usual office hours, they are permitted to work from 7:00 AM to 3:30 PM, with a one-hour break. This adjustment allows them to manage their energy levels while still fulfilling their professional responsibilities.
Alternative Work Arrangements
To further accommodate the needs of Muslim employees, DepEd encourages the use of Alternative Delivery Modes (ADMs) for instruction, ensuring that both educators and learners can continue their academic activities in a way that aligns with their religious observance. The ADMs include modular and blended learning strategies to provide flexibility while maintaining educational quality. Schools and divisions are encouraged to facilitate this transition to uphold an inclusive learning environment.
Special Considerations for Muslim Personnel
DepEd's guidelines align with broader civil service regulations recognizing religious practices in the workplace. As stated in Civil Service Commission (CSC) Resolution No. 81-1277, Muslim employees are entitled to adjusted work schedules to accommodate their fasting routines. Additionally, Muslim personnel who work under non-traditional employment conditions, such as job-order or contractual arrangements, are also encouraged to follow the flexible working hours from 7:00 AM to 3:30 PM.
Support for Muslim Learners
Muslim students are also given accommodations during Ramadan. Schools are advised to schedule major activities in a manner that considers the students' fasting commitments. Classes and lessons should be structured to avoid undue strain on learners who may be fasting, especially during the last ten days of Ramadan, which hold significant religious importance.
Promoting Inclusivity and Understanding
DepEd’s decision to implement these flexible work arrangements reflects its commitment to diversity, inclusivity, and respect for religious practices. By ensuring that Muslim personnel and students are supported during Ramadan, DepEd fosters a more inclusive and understanding educational environment.
The memorandum emphasizes the importance of immediate dissemination and implementation to ensure that all Muslim teaching and non-teaching personnel, as well as learners, can observe Ramadan with ease and without compromising their academic and professional responsibilities.
With these measures, DepEd sets an example of how institutions can create a supportive workplace that respects religious beliefs while maintaining operational efficiency. These policies not only benefit Muslim employees but also contribute to a more harmonious and culturally sensitive working and learning environment for everyone.
